Flashback to the day of the shuttle accident. A rescue squad looking for survivors finds the unconscious Jin in the sea, and he is taken to the ISDA for observation. Professor Kitajima is shocked when she discovers that his vitals indicate he has undergone a Resonance.
Sakaki requests that the Lindwurm unit be temporarily reassigned from the D-Project to the more pressing matter of capturing Album on the moon. Kitajima supplements the argument by explaining that it would help them gather more information on Thanatos. Sakaki reasons that since the Gillard Army is on the moon, they can use each other to accomplish their respective objectives of capturing Album and Gio. Liner relays the reassignment to his unit and puts Kazuki on standby since he’s so useless.
In the car, Kitajima questions why Sakaki changed his mind so suddenly by asking if it was due in part to what she casually refers to as “the accident”. He refutes the question and she drops it. Sakaki tells Kitajima that her that if Gio is indeed captured by the Gillard Army, he will be used as a lab rat in their conquest to obtain the Resonance process. Kitajima is unnerved by the revelation that Sakaki is more than willing to cut his losses with Gio. Meanwhile, Jin and Gio continue their search for Toa as the Lindwurm unit heads for the moon to find her as well. Kazuki sits alone in his room and continues to do nothing important while still being a little emo bitch.
Jin and Gio walk into the diner asking about Toa, but the owner lies and says that she never heard of her. Toa comes back with groceries and hides around the corner as she sees Jin and Gio leave. Toa enters the diner when the coast is clear, and the owner tells Toa about what happened. The Lindwurm unit is greeted by Garnet and they join forces to capture the rogue dragons. At the ISDA, Kitajima finds out that Amagi was in cahoots with the Gillard Army’s Garnet MacLaine before he died.
Sieglinde gets busy on tracking Album and Gio. Even in their Communicator form, the dragons will emit a pulse on the scanner if they use their powers. The Lindwurm dragons begin their hunt for Album. Howling Star tells Machina that he is no longer depressed at Spirytus’s death, having resigned that it is fate for a dragon to obey their master. Machina continues to think deeply on the issue of a dragon’s fate.
Jin and Toa become lonely as they think about each other. Jin suddenly begins to hear Toa’s song again and rushes to her. The diner owner comforts Toa and encourages her to return to the person most precious to her. Toa comes to a realization and runs out of the diner to find him. She jumps to a platform to get a better view, unaware that she has alerted the ISDA of her presence. She spots Jin and leaps towards him, but she is intercepted by Howling Star and company. They chase Toa away with Gio soon coming to her aid. Gio informs Toa to go to Jin. Gio and Howling Star face off as they materialize their weapons.
Toa once again tries to rendezvous with Jin but is stopped by Machina who pulls her aside to talk about the purpose of dragons in the world. Jin is captured and taken away (yet again) by Amadeus. The duel between Howling Star and Gio comes to a standstill and Howling Star informs Gio that he is the fifth wheel in the Jin/Toa relationship; It is fate for the earth-born dragons to serve their masters unquestionably. Gio denies this role and retreats after knocking Howling Star away. Toa tells Machina to believe in destiny rather than resign herself to fate. Sieglinde lectures Jin on the sanctity of Resonance and the dragon/master relationship that he has disrupted by taking Gio away. Just as Sieglinde and Amadeus prepare to take Jin away, Akira intervenes and self-volunteers to take him back to the authorities. As they drive away, she tells Jin where Toa is and releases him from the car. Machina tells Howling Star about what Toa said about destiny. The dragons are free to choose their destinies rather than resign themselves to fate’s whims. Jin and Toa finally get their long awaited reunion in the rain as a devestated Gio watches the two from the sidelines.
I guess Gonzo is getting kind of stingy with the budget. First we get stock footage and then the animation starts looking kind of cheap. The characters looked way off in a few scenes too. Way too much drama in this episode, but at least the fanservice was toned down.
